* Update coverage2sql from branch 'master'
  to e139d92ca57aae0fca90c5f4fc46e4d6e4b1b91c
  - Update gate jobs as per the 2025.1 cycle testing runtime
    
    As per 2025.1 testing runtime[1], we need to test on Ubuntu
    Noble and python 3.9 to 3.12.
    
    Fixing py3.11 for mysql pkg which run on debian-bookworm.
