Update Barbican functional tests

The Barbican wrapper functional tests now reflect the changes to the
API that supported operations on the manager object hierarchy.

Reorganizes the functional tests to put tests that should pass against
any backend into a base class that can be shared.

Also adds parameterized test utilities.
