Move the existing test docs into a subdirectory and move the setup
details from the README to docs/source/index.rst.

Launch an instance

To access your instance remotely

  1. Add rules to the default security group:

    1. Permit ICMP (ping):

      $ nova secgroup-add-rule default icmp -1 -1 0.0.0.0/0
