Thomas Herve 0aabc905b5 Add oslo_messaging to the list of log levels

The namespace name (oslo.messaging) is set to INFO, but we don't do it
with the oslo_messaging package name. It logs with both prefix, so we
should set INFO on both.

The oslo.log (logging) configuration library provides standardized configuration for all openstack projects. It also provides custom formatters, handlers and support for context specific logging (like resource id's etc).
