fix broken links in readme
the current links are wrong, they link to:

https://en.wikipedia.org/wiki/%5CPrinciple_of_least_privilege
(notice the backslash) and:
https://specs.openstack.org/openstack/%5Coslo-specs/specs/liberty/privsep.html
both links don't work this way.

you can see the broken links here:
https://opendev.org/openstack/oslo.privsep
or here:
https://github.com/openstack/oslo.privsep

from the spec:
https://docutils.sourceforge.io/docs/ref/rst/restructuredtext.html#hyperlink-targets

> An external hyperlink's URI may begin on the same line as
> the explicit markup start and target name, or it may begin
> in an indented text block immediately following, with no
> intervening blank lines. If there are multiple lines in the
> link block, they are concatenated.
> Any unescaped whitespace is removed
> (whitespace is permitted to allow for line wrapping).

OpenStack library for privilege separation

This library helps applications perform actions which require more or less privileges than they were started with in a safe, easy to code and easy to use manner. For more information on why this is generally a good idea please read over the principle of least privilege and the specification which created this library.
