Balazs Gibizer 4e7277ecc4 Use oslo.service loopingcall 
Instead of the locally implemented looping call classes use the standard
once from oslo.service. This allows us to automatically switch between
the eventlet and the native threading based implementation when
nova-compute starts supporting both.
