Add $PROJECT: to the email subject in vmt guide

oss-security requires the affected project in the subject line of
disclosures on their mailing list.

This change adds "$PROJECT:" to the email subject template, as this
is required by oss-security and would be useful to the openstack
mailing lists as well.
