Stephen Finucane 8b29dccf22 Revert "tox: Don't create '.pyc' files"
This reverts commit 0d6d1616b9a05f1c3e1e34cb235fee327196d423.

The PYTHONDONTWRITEBYTECODE setting is ignored in post-v1.6.0 versions
of tox due to issues with setuptools [1]. Suffer the performance hit.

OpenStack Nova provides a cloud computing fabric controller, supporting a wide variety of compute technologies, including: libvirt (KVM, Xen, LXC and more), Hyper-V, VMware, XenServer and OpenStack Ironic.
