add craton project

two repos that are the
basis of the fleet
management project, craton

Craton (Fleet Management) is a new proposed OpenStack project
that augments operating OpenStack clouds by providing scalable
device/host management:

-Inventory of configurable physical device/hosts (the fleet)
-Audit and remediation workflows against this inventory
-REST APIs, CLI, and Python client to manage
