puppet-ceph: keep minimum jobs in project-config

- Keep the minimum jobs in project-config
- The rest of jobs are defined in puppet-ceph / zuul.yaml

That allows us to easily specific the job definition fo reach branch of
puppet-ceph, which is different from other modules.
