The goal of having a VirtualPDU service in openstack is to help the ci
infra to test and validate changes to the pdu drivers and provide a way
to build integration tests for these drivers.

This patch adds new blank git repository to OpenStack-Ansible for
deploying Searchlight.
This project will have its own core team with the general
openstack-ansible core team included, with the appropriate rights to

The project was to store image elements for Trove. These elements are
now in the trove repository and therefore branched with the project,
used in the CI, and so on. In short, we don't need this independent
repository any longer.
Process that was followed is as in [1].
In particular, "End Project Gating"[2]: This project never got far
enough to have gating checks and therefore zuul/layout.yaml always
looked like this. It was never in jenkins/jobs/projects.yaml.
Project content was removed in [3], thanks Andreas.
This commit accomplishes [4]. The project is delisted from
zuul/layout.yaml, the project is marked read-only. The project is
removed from channels.yaml.
This completes all the steps of the retirement process.
In addition, [5] is a change to get rid of the project in the
governance repository.
I found that the documentation [1] does not document that a change is
required in gerrit/projects.yaml. I've pushed up a change[6] for that.

The DMTF has published a new specification called Redfish (refer to
http://www.dmtf.org/standards/redfish) to provide a RESTful based API to manage
servers in a standard way. This project provides a client and a library to
interact with Redfish based systems, and is used to develop the Ironic Redfish
driver.

With the success of the Interop Challenge in Barcelona, the Interop
Challenge mission continues to gain momentum. We would like to have our
own repo where we can focus on creating and iterating on new
OpenStack workloads that will be used to demonstrate that OpenStack
clouds are interoperable across a variety of application domains
including enterprise workloads, NVF workloads, K8s, and many others
under evaluation. We will also use this repo to store our best practices
documents and other collateral that facilitates improving the state of
OpenStack Clouds' ability to interoperate.
