There's no need to have this defined in project-config. It's perfectly
reasonable to have this in-tree.

The update script framework calls the update function with an argument
of the directory of the project we're trying to update. The update
script needs to pushd into it before curling the new content.

Datacentred and Entercloud were only available for a short time and have
been removed from nodepool for some time already, remove them from
grafana as well.

This adds a description to the patches that update the upper
constraints of projects, to indicate that the patch depends
on the branching of the openstack/requirements repository.

At the request of Daniel Öhberg, CityNetwork VP of Operations, we
are ceasing booting CI nodes in any remaining regions and pausing
all image uploads for now. We should get back in touch with them
around the beginning of July to find out whether they're ready for
us to reenable use of this account.

The gerritbot repository now has a .zuul.yaml file[1] which has the
check and gate jobs defined for it. It is no longer needed to have it
here and also stops us from running the pep8 job twice for submitted
patches.

We do not use the jenkins user anymore, so can remove the sudo settings
that allows jenkins to become root.
