Upload the generated draft releasenotes so that they can be easily
reviewed - similar to documents with just clicking on the gate.
Rename the job to gate-{name}-releasenotes, the tox is not needed
anymore in the name.

Grenade multinode testing is now as stable as the partial-ncpu job,
and is far less synthetic for upgrade purposes. This should be made
voting, and partial-ncpu no longer run in master.

heat functional jobs were switched to use Aodh which is alarming
functionality split from Ceilometer. this split was only done in
Liberty so Juno and Kilo branches should continue to use Ceilometer
for alarming.

Add a new repo searchlight-specs to contain specification documents for
searchlight. Requires a new group searchlight-specs-core; initial
member should be the PTL, Travis Tripp.

This review creates the tools-contrib directory where it will be a place
to contribute any tool, script, or the like to the OSOps project. The
rename of the tools-generic as a Curated place, is where we plan on
putting coding standards and testing around the tools.
These both were discussed in Tokyo, and decided that we needed a place
for each type.

The magnum devstack plugin does not conform to our expectations of
how a project should interact with our CI system. It downloads
an opaque image from a fedorapeople hosted site.
Instead, it should build an image using our CI system, host it
on tarballs.o.o, and, assuming it is not too large, be cached by
our image builds.
Until it does that, we should not use it in other projects.
