The 'linters' job currently does not deploy the upper-constraints
file, so it cannot be used by any of the lint jobs it activates.
This patch switches the builder to ensure that upper-constraints
can be used.

After a few weeks of testing, OpenStack-Ansible roles which have

Right now the regex is ^gate-grenade-dsvm-ironic$, but the grenade
itself is with -nv suffix now. Let's not run both voting and
non-voting grenade jobs.

We want to check if console-log is used as a publisher, it is the last
publisher defined. This is for zuulv25 specifically as we also use the
console-log publisher to upload our zuul-launcher logs.

Add the stable branches to the patches gerritbot announces for:
- stable/newton
- stable/mitaka
- stable/liberty
stable/newton doesn't exist yet, but when it does the messages will be
announced for it.

Gerrit's ACLs for oslo.context were still pointing at the oslo-incubator
ACLs which are now read only. Give oslo.context its own ACL file with
standard oslo permissions.

The its-storyboard plugin will allows us to integrate gerrit with
storyboard. Add a build for the gerrit its-storyboard plugin[1].
Building this plugin also requires building the its-base plugin[2]
because the its-storyboard depends on its-base. Refactored the build
job to build a parent project if it's defined in the project yaml.

The goal of this is to provide an alternative to ML2 that
is scalable beyond the limits of ML2's capabilities today.
This is an unofficial plugin today but could be added under
stadium in the future. But, to do so based on current
requirements, the advancement of quark needs to be done
out in the open, community based before it can be considered.
