Matthew Thode 57d7524bbe Move prepare-node to it's own element This moves prepare-node out of node-devstack so that cache-devstack is not included unnecessarilly. We change openstack-repos and node-devstack to depend on this element. The evenual goal is to remove node-devstack, which will be done in a followup commit.
