Andreas Jaeger f3c75cc3b6 Cleanup gerrit ACLs: remove unneccary "refs/heads/stable" ...

These are cleanups and should not change any permissions.

Remove "refs/heads/stable/" for files where there is no extra
content besides what is already in "refs/heads/".

The section inherits from "refs/heads/" and thus is not needed.
