Thierry Carrez c7d60a54e3 Add logging to #openstack-meeting-3 ...

Add eavesdrop logging (and ability to log meetings) to a new meeting
channel, #openstack-meeting-3. That channel was registered with ChanServ
and openstackinfra was granted founder rights on it.
