Making "not minimum" a submit requirement for a label whose allowed
range starts at 0 doesn't work as expected because resetting a
positive vote counts as an explicit minimum vote. Instead check that
there is at least one vote greater than the minimum, in order to
potentially allow different positive vote ranges for different users
to still satisfy the requirement.
