Clark Boylan 22ed34339b Add config for the new nb07 nodepool builder ...

This is a new Noble arm64 nodepool builder that will replace nb04. The
arm builders have special config files because they are different than
our default x86 builder configs. Make a copy of the nb04 file to apply
to nb07.
