Jeremy Stanley 3e9219a7e9 Restore max-servers in rax-dfw ...

Based on the latest network graph, the replacement mirror server is
not exhibiting the same anomalous traffic limiting on its eth1
interface. Let's restore the capacity in this region and monitor to
make sure we no longer observe slow download speeds for cached
content in jobs run there.
