Clarify which retired project ACL to use

With Iafdd6c058c90d3e14c2bebcefc0d8351288ac55c the OpenDev
Collaboratory's Infrastructure Manual is being corrected to refer to
their generic retired project ACL file. Since OpenStack has its own
special one, note that in OpenStack's corresponding process docs.
