Luigi Toscano 5a8b34fbba Import the Zuul v3 porting guide ... The guide needs a reference location. It was removed from opendev/infra-manual via https://review.opendev.org/711325. This change adds a bit of introduction and and imports the last version of the guide almost unchanged: - minimal changes to few then-internal references, now external; - a few formatting fixes (long lines, broken links, etc).
