lbaas v2 services has to be configured for each lbaas component (Octavia, Haproxy, A10, etc). This change adds classes to configure octavia and haproxy at the service level. The lbaas agent class has been updated to install the v2 agent on debian and manage the agent services on both debian and redhat.
