Takashi Kajinami 4638137d44 Create an independent class for nova notifications
This patch introcues a new class, neutron::server::notifications::nova,
to manage all configuration parameters for nova notifications.

Note that the default values for notify_nova_on_port_status_changes and
notify_nova_on_data_status_changes are set to $::os_service_default in
this change, to use the default values defined in neutron (True)
instead of overriding it in puppet-neutron.
