Takashi Kajinami ca3c4cc1c1 Add support for more connection tunables in [haprpoxy_amphora] ...

This change adds support for the following tunable parameters in
the haproxy_amphora section.

 - active_connection_max_retries
 - active_connection_retry_interval
 - faiolver_connection_max_retries
 - faiolver_connection_retry_interval
