When deploying Puppet4, puppet binary is not in the regular PATH so we need some logic to export /opt/puppetlabs/bin when running Puppet4. We already have this logic in puppet-openstack-integration when deploying modules with install_modules.sh script, that is used in beaker_spec_helper, and we already list modules for debug purpose, so we don't need to do it again here.
