Bump supported Debian version to 12 (Bookworm)

Debian 12 was released in June 2023. Recent versions of OpenStack (actually, 2023.1 and later) no longer support Debian 11. Change-Id: I3762a0c9d2bd6f4a11c147e40a3140613ec8c3cf
