Alex Schultz 75bb0b5c3e Fix puppet-qdr testing ...

This change updates the puppet-qdr module to leverage the
puppet-openstack_spec_helper for unit testing and common dependency
management for spec tests. Additionally this change fixes the lint
issues with the module.
