Disable Tacker installation during beaker tests
Since Ussuri, Tacker requires sqlalchemy-filter package as a part of its dependencies, but this package is not yet provided in Fedora, CentOS and RDO. We should disable installation of Tacker until these distros provie available packages. Change-Id: I6a22c546797e41fc186d0c6490e236b0bf33444e
