CentOS: Do not install packages without tempest tests

It turned out the following two packages do not provide any tempest
tests.
 - python3-neutron-vpnaas-tests
 - python3-neutron-dynamic-routing-tests

This change removes these two packages from the list of plugin packages
installed, because these are not really used.
