Takashi Kajinami b219ee7f09 Add release note about usage of OpenDev repo

The commit e0260afbd934bcb49691e5f6f6990f32a784eec8 updated the default
git repository used by the tempest class from Github to OpenDev Repo.
This change adds a release note about that change, to make users aware
of that switch.

Overview

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
