Maru Newby bd3d8f45b3 Remove provisioning from the default manifest. 
* Separating out provisioning of users, tenants and images leaves
   the door open for reuse of the tempest configuration by other
   provisioning schemes.

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
