Javier Pena da6fe3964b Set Keystone v2 API to disabled by default

The Keystone project is removing v2 API code (see [1]). puppet-tempest
should reflect that by not enabling this API by default, and using
v3 as the default value for auth_version.

Tempest

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.

Beaker-Rspec

This module has beaker-rspec tests

To run:
