Takashi Kajinami fab3ee30d7 Add option to control flavor management 
This introduces the new option to control whether flavors should be
managed, which are similar to the existing control_* options . Flavor
management is skipped if nova is marked unavailable.

Overview

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
