Sylvain Bauza 8a1830ae28 Implement support for provisioning hosts to ClimateClient
Cloud Admin must have possibility to dedicate hosts to Climate.
Consequently, adding host-{list,CRUD} to shell commands.

Partially implements blueprint python-client
