Mehdi Abaakouk 3499631b1a Use the new alarm format

The change sync the client API with the new alarm type and keep
compatibility with the previous format of the alarm.

It allows to create the new type of alarm: combination alarm.

Implements blueprint alarming-logical-combination

Python bindings to the Ceilometer API

This is a client library for Ceilometer built on the Ceilometer API. It provides a Python API (the ceilometerclient module) and a command-line tool (ceilometer).

Development takes place via the usual OpenStack processes as outlined in the OpenStack wiki. The master repository is on GitHub.
