Sushil Kumar 7f658cc39f Updates tox.ini to use new features

tox 1.6 allows us to skip the sdist step, which is slow. This does that.
It also allows us to override the install line. In this case, it's
important as it allows us to stop getting pre-release software we
weren't asking for.

Python bindings to the Ceilometer API

This is a client library for Ceilometer built on the Ceilometer API. It provides a Python API (the ceilometerclient module) and a command-line tool (ceilometer).

Development takes place via the usual OpenStack processes as outlined in the OpenStack wiki. The master repository is on GitHub.
