shu-mutou 83dae4828d Drop py26 and py33 support ...

As of mitaka, the infra team and oslo team are dropping py26 and
py33 support. Since we rely on oslo for a lot of our work, and
depend on infra for our CI, we should drop py26 and py33 support
too.
