ghanshyam e995bfd553 Use tempest instead of Tempest-lib ...

tempest-lib has been deprecated since a year. All
the interfaces available in tempest-lib are now available
in tempest/lib.

This patch make use of tempest/lib instead of tempest-lib.
Also add tempest in test-requirements.txt
