Andreas Jaeger 3f58acd4b9 Partial Revert "Remove unneeded requirements file"

This partially reverts commit 90726f9b3b. we can now make
requirements voting again.

Also, remove name from project stanza, it's not needed for in-tree
definitions anymore.

Python bindings to the Designate API

This is a client library for Designate built on the Designate API. It provides a Python API (the designateclient module) and a command-line tool (designate).

Development takes place via the usual OpenStack processes as outlined in the developer guide. The master repository is in Git.
