Python < 3.9 is no longer supported so replace environments to these unsupported versions. Also bump tox minversion because allowlist_externals is available since 3.18.0 . Change-Id: I90cd89715f50fad628df8e5157010855cb019aa5

Python bindings to the Designate API
This is a client library for Designate built on the Designate API. It
provides a Python API (the designateclient module) and a
command-line tool (designate).
Development takes place via the usual OpenStack processes as outlined in the developer guide. The master repository is in Git.
