Add file to the reno documentation build to show release notes for stable/wallaby. Use pbr instruction to increment the minor version number automatically so that master versions are higher than the versions on stable/wallaby. Sem-Ver: feature Change-Id: I9c21c3c2e5f82923e76463646a0bd3994aabdc11

Python bindings to the OpenStack Backup/Restore API (Freezer)
This is a client library for Freezer built on the OpenStack Disaster Recovery API. It provides a Python API (the freezerclient module) and a command-line tool (freezer). This library fully supports the v1 Disaster Recovery API.
Development takes place via the usual OpenStack processes as outlined in the developer guide. The master repository is in Git.
