Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/2025.1 branch, tests will continue to use the upper-constraints list on master. Change-Id: I0be67f4d680866c00f96c390197fb36d2bb3d642

Python bindings to the OpenStack Images API
This is a client library for Glance built on the OpenStack Images
API. It provides a Python API (the glanceclient module) and
a command-line tool (glance). This library fully supports
the v1 Images API, while support for the v2 API is in progress.
Development takes place via the usual OpenStack processes as outlined in the developer guide. The master repository is in Git.
