Sushil Kumar 010c82947e Updates tox.ini to use new features
Reasons:
 - tox update v1.6

Changes:
 - tox 1.6 allows us to skip the sdist step, which is slow.
 - It also allows us to override the install line. In this case, it's
   important as it allows us to stop getting pre-release software we
   weren't asking for.

Python bindings to the Heat orchestration API

This is a client library for Heat built on the Heat orchestration API. It provides a Python API (the heatclient module) and a command-line tool (heat).

Development takes place via the usual OpenStack processes as outlined in the OpenStack wiki. The master repository is on GitHub.
