In README.rst, there is a missing link for the `specs` target that cause a lint error when executing: rst-lint README.rst. This patch set addresses this issue by adding the appropriate spec link in the file. Change-Id: Icbce11806b341f6b715432f4b8432989e46f3403 Closes-Bug: #1645280

Python Karborclient
python-karborclient is a client library for karbor built on the
karbor API. It provides a Python API (the karborclient
