Jamie Lennox 0ef042c723 Import functional CLI tests from tempest ...

These are mostly unmodified other than:
 - fixing up the imports to work in the keystoneclient directories.
 - Setting the timeout value to 15 (the tempest default) as we don't
   have a CONF file to make it configurable.
