Remove Not used Classes/Methods from apiclient.base
After removal of apiclient from oslo-incubator, it was copied to magnumclient repo with following patch: https://review.openstack.org/#/c/280050 Most of the Classes/Methods from apiclient.base are not used, so with this patch they are removed. Change-Id: I1779a11f00e8652620e3c41a46ddefd4344d404a Closes-Bug: #1644167
