Anastasia Kuznetsova 313259f7ee Add CLI tests for actions ...

- Fix wrong inheritance in basa.py
- Added action_v2.yaml with simple action definition that describe
two actions
- Added positive tests which cover all CLI action commands
- Added negative tests
