huang.zhiping da7e2916bc Update min tox version to 2.3.2
The commands used by constraints need at least tox 2.3.2.  Update to
reflect reality, which should help with local running of constraints
targets.

Python bindings to the Neutron API

This is a client library for Neutron built on the Neutron API. It provides a Python API (the neutronclient module) and a command-line tool (neutron).
