Functional tests for os-services
The added tests check functionality of os-services actions except 'service-delete' (it's hard to recover after test running) Also 'forced_down' attribute exposed by microversion 2.11 is checked here Change-Id: I6652bac4ce49d5174592f19b1b4d91ac5bd51500
